At least in non-combat positions, there's less of a perceived need for leadership at the lower levels. All USAF E4s are considered non-NCOs, for instance.

Historically, you wanted to indicate that someone was not a shit-head with regards to their job but was also not in a position where leadership was necessary. Back when we had multiple ranks of Specialist, it also indicated so many years of experience and allowed the Army to retain highly skilled personnel with better pay, so that they didn't fuck off to the civilian sector. You can't just promote them to an NCO position, because as soon as you become an NCO half your day becomes bullshit paperwork and meetings. This only gets worse as you go up the NCO ranks, until you're not doing your job anymore.
Now, it's more of a "congratulations, you're not retarded" rank.
