The medical infrastructure is massively more pervasive and efficient when compared to the Congo. There is a huge mistrust between witchcraft practicing rural locals and the government there that makes it very hard to contain and treat people. Russia has historically allways divided bioweapons to two separate branches. The first one was part of the Armed Forces, and even if the USSR signed the BWC in 1972, work still continued as part of Biopreparat, wich was administrated as a civilian programme.
