Finnish conscription is a lot shorter than the Russian one, and there was never a "culture" as severe as Dedovshchina to begin with, so it hasn't had the chance to develop into that direction. Most assholery is limited to conscript NCOs of the previous batch being nitpicky assholes about cleanliness and orderliness, and even they have been increasingly told to tone it down during the past few decades.
