Depends heavily on the context. In really rough terrain or an urban environment with friendly locals, yeah he has a chance. As long as he doesn't overtend himself it will take a disproportionate effort to hunt him down without some kind of specialists. He needs to be prepared to fuck off and stay disengaged as long as needed to fool his pursuers into think he's gone.
