A lot of important shipping go past right off the Iranian coast, so that does seem like a decent place to put such a base. The US seems to have similar ideas, given all the bases they have just across the gulf.

Iran is a logical link in OBOR and was a part of the old Silk Road. They're also the natural (and historically saner) alternative to Israel and Saudi.
Now that the US has fracking, Saudi and Israel aren't as important as they used to be, so being the only cop for Hormuz is a waste of money, not a national security monopoly. Letting China into the Gulf is acceptable now even tho it would be criminal back in the 60s or 70s.
Im not convinced the US is disengaging from that region or anywhere else for that matter, but they're politically fucked so there isnt much they can do against coherent countries like China.
