You actually want some control surfaces if you want an air superiority fighter, which was explicitly stated for the NGF.

Just look at the FA-XX thing.

Inlets position makes no sense for a stealth aircraft. Not just would it take away important space for payload but also makes installing carrier capable landing gear more complicated. The RCS issues should be obvious.

That problem with that argument is always it would mean only Lockheed would be capable of producing a 6th aircraft in the USA. Because not countries are designing and producing aircraft but companies.
Also ignoring the fact that Lockheed hasn't designed any of the teen fighters but were somehow capable of designing a 5th aircraft in the 80s.

What a lot of people forget is that multiple companies partnered together to make proposals for the ATF program. So, its not like Lockheed went it alone.

Well, actual aircraft concepts always get more conventional than the previous design studies, to reduce potential developement risks.

And then often the less riskier design wins the trial, so was the YF-22 picked over the YF-23 because it included way less risky new technologies.

No. Lockheed bought General Dynamics' aerospace business in the 90s when the YF-22 was already designed and picked.

Boeing was the secondary contractor for the F-22, but they had also no previous experience in any of the teen fighters.
