I made a habit to check the chamber of my gun every single the time trigger is pulled, all in the same action. Even if you know the mag isn't in the gun and you just dry fired, check it every time. I finger fuck and play with loaded guns all the time while drinking and never had a close call thanks to that rule.

Most gun owners will have a ND at least once. the 4 rules have several levels of redundancy for a reason. They're meant to be retard proof so even if you're breaking 2 of the rules you should be safe (make sure you don't have a round chambered when you point your guns at your friends, etc).

I disagree. It is due to negligence. If you are not negligent, it will not occur. All gun owners are expected to be responsible.
While it isn't entirely equivalent, gun ownership is similar to car ownership. They are both dangerous and are intended to be used in a safe manner to prevent injury and death. The negligent use of a car (i.e. crashing and possibly killing the driver or someone else) is not a matter of 'when' for normal responsible drivers. Same for gun owners.
