The oil is mostly in the Eastern half delineated on the map (Gulf, Texas, Dakotas). There's some oilfields in Utah and Cali, but nothing that compares with the rest of the country. Alaska, meanwhile, is too underpopulated and geographically isolated to be of much relevance during a civil war.

Upstate New York hates being ruled by the city, just as downstate Illinois hates being ruled by Chicago, eastern Washington hates being ruled by Seattle, most of Virginia hates being ruled by DC’s bedroom communities, and so on. Depends what you think of as “organized”. There’s not likely to be another Manassas, Shiloh, or Gettysburg. And frankly, a siege of a big city would be over pretty quickly. Read Harrison Salisbury’s “The 900 Days” to see what a modern urban siege is like. Given the fact that the USN's job during a civil war will, just like the last time, preventing the incursion of foreign aid/influence to the opposition side, Russia's fairly poor Pacific forces have no means of reliably reaching Alaska. Canada could potentially be voluntarily given administrative control if things somehow go extremely bad for the US government and the already limited resources to police the territory need to be directed elsewhere, but that's probably not going to happen.

California has become a hub for tech and research only because markets are open and the weather is nice (no, really). Production stagnates because California's main exports are creative enterprises. Again, those subisdizes are normally a government payment for every bushel of corn, gallon of dairy, whatever. The effect is that the farmers can sell their goods for cheaper and still turn a profit, keeping consumer prices down.
