Caring requires effort. If you COULD care less, it means you do care at least somewhat, which means you're putting effort into caring even if its a tiny amount of effort. If you choose not to care less than what you currently care, it means you're putting in effort to care the tiny amount that you do care right now. So even with your interpretation the phrase makes no sense.
