And at uni it doesn't really matter tzubh except the fact that it might be annoying as fuck. Real problems start when it's at work and you have that one retard in group. That's quite scary.
It's slav thing. Almost every social gathering must have vodka (sometimes only 'just in case bottle' but still) and most vodkas are around 40%. Stronger stuff is for enthusiast mostly.
