The big muscly guy passes by a bunch of beggars, one doesn't have any legs, the other is blind, eventually he sees a guy who's out of toilet paper and he realizes that he's the one who is the worst off, so he decides to wipe his ass for him, but then he looks at the toilet paper and is amazed because it's perfectly clean. The beggar then starts to cry because he's in such a bad situation that he can't even shit anything because he doesn't eat. So the main character takes a shit, pulls out a sword and cuts his shit in half (not sure why he does that, must be a reference to some obscure religious teaching) and gives him half his shit.

The whole thing is most likely a reference to some Belgian cultural narrative and must be a way for Belgians to cope with the severe depression that comes from living in a socialist police state third world bureaucratic shithole that hammers them with debilitating doctrines that shatter their spirit in order to keep the system running, but the humor from an outsider's perspective comes namely from observing the utter hopelessness from a safe distance and laugh at their misery and anguish.
