I don't like the dumbbell version as much as doing straight arm pulldowns, but yes, they do work the chest to some extent.
Doing ab wheel rollouts also has the same effect, but you get to work the abs too.

my shoulders are double jointed and when i first started at the gym i followed some bro split guide that told me to do them and my fucking shoulder dislocated midset and i dropped the fucking weight right on my nose and got a bloody nose and ran out of the gym (college gym) out of embarrassment.
