Muscle doesn't actually require as much energy to maintain. If you look at the actual energy within 1 kg of fat and muscle, fat has way more calories.

Fat takes up more volume so it weighs more per pound then muscle.

You're confusing the calorie content of fat/muscle with the maintainence requirement.
Go to any TDEE calculator that accepts body fat percentage to see what I mean. Enter the same weight, but different percentages.
BMR directly correlates with lean mass, but has very little dependence on fat mass.
This is one of many reasons that fatties can't count calories correctly. TDEE calculators are underestimating their fat content, which leads it to overestimate their calorie needs.
