Eating less is always superior to trying to burn off calories through exercise. It's so much easier to just not eat that extra snack rather than trying to run for an hour just to make up for it and break even.
That said, I'm down with doing moderate cardio supplementing lifting if you're already fasting, simply because if you're not eating anything at all, there's nothing more you can do to speed up weight loss through diet at that point, so through exercise becomes more viable.
