looks like reynauds phenomenon. i get it when I exercise too and when I'm cold. if you stopped working out and your breathing is still not back to normal you might need to go to the doctor. also getting kinda itchy when you work out is normal if you're out of shape.

It's "normal" in the sense that people have them and they don't cause any real problems.

The color difference is because your socks + sweat is keeping them coolers, so blood doesn't come to the surface like the rest your body
If you use better socks and shoes that properly wick sweat off your skin and evaporate, that wouldn't happen
