It's hard to come up with an answer to that question because power takes many forms. Zuckerberg has great reach, and can remove people from the world's biggest website; that would put him pretty up there. However, there are alternatives to his site; you could get a message out to almost as many people on Youtube, so his power isn't absolute.
Donald Trump has a great degree of power over the world's largest institution with the most power to end human life, but his ability to control what he's on top of is severely limited by separation of powers.
Leaders in undemocratic countries like Russia have more actual control over their countries than Trump has over his, but their countries are generally less relevant on a global scale.
So as you can see, these calls are very hard to make.
