as far as the eyes and placement of the face goes ya wanna think of the head as an egg or a circle with a cross on it if you look head on at the egg it loooks like a cross but if it shifts you see the lines curve and bend more

Stop drawing outlines. Learn to draw from the inside out and breaking them down into simple shapes, then build up from there. Try and find a copy of Figure Drawing Design and Invention by Michael Hampton. I use a lot of his methods in the class I teach.

Follow some online course that teaches you all the fundamentals of art and maybe goes in depth on some things like drawing the human body.
