I'd only do it if I was close by, walking across the gym to hit on a girl is odd, making a comment while you are next to them and then seeing how they react is much more socially calibrated, try complimenting her form if she's doing a big compound, simple stuff

You know I keep hearing this and it makes sense in a logical male mind HOWEVER if there is ONE thing I know about females is that they think in emotion. So if an ugly talks to her she will think hes gross but if a "hot" guy talks to her then hes charismatic.

Girl here. This is so true. I spend a lot of money and time looking good. And I mean, this is a forever type thing. If I start to slack or give less effort, I obviously look less good. So I make sure my hair is done, make up matches my outfit, my entire out fit matches, and I'm well rested. I could care less for attention, but of course, as a single girl, I'd like the idea of sparking a romance with maybe 2 or 3 guys I see at the gym who lift hella heavy and look handsome. Also OP I'll respond to you. I'm a single girl that works out and I can tell you if a girl thinks you're hot, she wants your attention. So you should really base this off of let's say tinder matches.

If you match with girls, are they messaging you first? Are you even getting matches? Do girls go bat shit crazy when you ignore them or see you with other girls? If so, you can talk to the hottest girl and she may even have a bf but she'll still add you on snapchat and maybe flirt with you when she fights with her bf.
