With the current political and global situation, it seems... uh, actually who knows. Could be judged as a big patriotic thing, or a massive resource waste, and NASA's been pretty locked into small stuff for a long time now. I'd say it's likely that we won't, since presidential announcements of that sort don't have much teeth. Now, SpaceX might do something neat, but they've mostly been doing neat tech stuff, not anything world changing.
