As far as I know one of 3 things can happen:

1. You have a dynamic IP address. Your ISP issues your modem a lease on an IP address for a certain period of time, your modem has to communicate with your ISP for this. Many devices have things called Media Access Control addresses that are written to ROM on the device, this is a unique identifier for the device. A protocol called DHCP is used to issue a device with a MAC address a lease on an IP address, which is to say the DHCP server tells the device it can use a certain IP address for X amount of time. MAC addresses are unique identifiers and your ISP will know, and log, when your modem is assigned an IP address and when.

2. You have a static IP address. Your modem's IP address is hard-coded to the device, and set aside by your ISP for you. It will never change. Your ISP will know this is you, obviously.

3. You have a sticky IP address. Your IP address is tied to the MAC address of your router. As far as I know this is pretty much the same as the DHCP one except when your modem asks for an IP address it has that IP address set aside indefinitely for you. These can change, but don't in practice.

Since you pay your ISP for their services they have sufficient information to identify you from an IP address and timestamp at any time. I'm pretty sure they aren't allowed to sell this data, and I'm not sure how long records are kept for; but they will cooperate with the police.

Depends what you mean by `safe'. DNS is likely not encrypted, so your ISP will see you sent a lookup request for `nhentai.net', but that's about all as long as you are using HTTPS. The contents of the page and the URLs are encrypted by HTTPS so they won't be able to see that.
As for the website though, nhentai can log your accesses if they want, might be a waste of server space though.
It's feasible that some porn websites might be honeypots that do log accesses and work with the police, especially ones offering lolita content, but there's no evidence I've seen that they do do this.
HTTP runs over TCP, so once you connect to a website's server, that server sees your IP address and can do whatever it wants with it. IP spoofing doesn't really work anymore but if that part worries you you can invest in a VPN or use a proxy network like Tor.

I doubt it. Your ISP will need to be able to identify you or someone could easily steal their services and they would have no way of knowing. Also, it's your modem that connects you to the internet through your ISP, not your router. Your router is for your own private network. Although they usually come as 1 unit nowadays you can buy your own router, but you will still probably need to use a modem provided by your ISP.

HTTPS is an protocol based on HTTP. It is not only end-to-end encrypted, but uses digital signing to stop an attacker spoofing the contents of a webpage, which was a common attack for social engineering.
HTTPS works with a communication algorithm called TLS (Transport Layer Security) or, formerly, SSL (Secure Socket Layer), which runs over TCP.
TLS/SSL uses 2 types of encryption algorithm, a symmetrical algorithm (usually AES), and an asymmetrical algorithm (usually RSA). In combination this allows 2 users to share end-to-end encrypted data, so no secret data is ever exposed to the internet. This is thanks to the asymmetrical encryption (which is really just multiplying 2 huge numbers together) which allows you to use 2 keys, one private (secret) key you use to decrypt information, and one public key that others use to encrypt the information. If a piece of data is encrypted with your public key, only the holder of your private key (i.e. you) can decrypt it. This means that any data sent over TLS, and by extension, HTTPS, will look like line noise to anyone sniffing packets. It is (practically) impossible for them to discern otherwise. Creating a keypair is a relatively easy process, however, cracking one (which requires factoring insanely large numbers) is not feasible with current technology. The current best known algorithm for factoring large numbers is the General Number Field Sieve. As it stands it would take aeons for this algorithm to break RSA-2048.

If you make the router disable logging, then perhaps. In that case you would increase your deniability if you made your wifi public, though I'm not sure if you could get in trouble if someone does something illegal using your IP.

Depends on the data retention laws in whatever country you live in. In Canada for example ISP's have to keep a log of what IP address is assigned to who for 1 year. After that the logs are dumped because there is no financial incentive for ISP's to hold on to that data, especially considering the cost to store all of that data and possibly the fear of the financial repurcussions of a data breach. The NSA probably hordes all that shit forever though so that they could absolutely destroy you should you decide to become some sort of political activist or a politician in the future. Could use it for blackmail if you in some way threaten any of the powers that be.
