Nearly every state prison in the US has banned cigarettes. Tobacco has been banned in all federal prisons. I think Tennessee might be the only state where they haven't banned cigs, but even then, all that you can get are low quality rolling tobacco pouches (Bugler brand if I recall).
Some facilities do offer Vapes though.
