Accuracy is based off your top scores, so when you farm for pp, high acc FCs are what will get up there the easiest. 98.53 is actually pretty bad, and it's only that low because my 2 top scores are overweighted DT farm maps that I choked on lole.
The highest star rating I have passed is 7.6 I think, but I usually play ~6 stars.

Play more. That's pretty much it. What's your playcount right now?
I found that playing maps that are slightly above my skill level and trying to pass them helped me improve more than farming FCs for ranks.

how do you check your playcount? I've been playing on and off for about a year and a half and can play around 5.5 to 6 stars btw

Should just be there on your profile page. If you can play 5.5-6* that's pretty impressive for only playing for a year. If you want to increase your rank you can farm pp from maps you can easily FC with decent acc.

thanks. I'm really having some issue with one particular note on one map. I can FC the entire thing except that one note, it always fucks everything up and i miss it. no matter how many times i train for it or tell myself how to hit it, i miss... really annoying

You might have messed up muscle memory on it, that can happen.
A trick some people use it to open the map in the editor to look at exactly how the pattern is arranged. Also looking at your replays can help you see if you're overshooting it or undershooting it etc.
Something else people do is to clone the difficulty in the editor and delete everything but the problem pattern so you can practice it more easily.

Most miiros and ai no scenarios will probably do it. monstrata's vs would be a good set to check out I think. You'll probably be sick of the word "tatoe" if you play them all though.
In fact, pretty much anything by monstrata would be good for that range.
