That armband is clearly Luftwaffe air-force, probably auxiliary units that help put out fires ect.
It says Labor enobles
Its a Reich labor Corps dagger.
I think it's not an armband but a sports shirt insignia for the Liftwaf... ahem, Luftwaffe that is.
