ISPs store information on a network or in a database and use tools to sift for the information (e.g. Comcast uses a tool called Einstein, which i found on a thread via google search)
all he'd have to do is social engineer an employee into thinking he's also an employee, and get them to search the businesses address in their tool to bring up records
after he has the account owners name or whatever, all he has to do is call the appartment and trick the employee there into giving information ("hey this is Mr Smalldick i need you to get me blah blahs bill")
