F-23 design is currently being sold to Japan IIRC. Expect a production model in a few years. You didn't hear it from me, but the YF-23 is also the model on which our next generation long-range stealth fighter (to escort the B-21) is being based on.

One major hurdle in the Russian aeronautics industry is getting the level of quality control needed to manufacture precision aircraft. Likewise, shortages of metals used in engine manufacture have led to substitutions which result in reduced lifespan and reliability. Unless a major infrastructure re-configuring is done, it'd be tough for them to churn out aircraft at the rate the USSR did.

Radar microwaves absorbing paint. Those mainly comprise of resin/binder and specific fine grit metallic alloys in specific shape and specific size distribution. Also the resin/binder needs to be exceptionally transparent to a radar so that said fillers can do their job. It's a relatively fragile coating I've heard.
Conventional pigments in paint layers will reflect the radar waves. No more fancy itasha tuning color schemes.

Our Air Force had 50 of those. At the same time (during the 70's) we also had Russian MiG-21F and 21bis fighters. Very unique situation, leading to for example a strict order for not to compare these two fighters in public reports.
