11 isn't, but 13 is something to be aware of. While it's not as bad as people say, it really hits the owners of big sites, which may lead to them introducing forms of prevention close to censorship. It's also pretty vague, so we'll have to see what will be the common interpretation, smaller sites may be in great danger if the interpretation is strict. I really don't like it, notice & takedown rule has been used since forever (disclaimer: not actually since forever) and it serves us all well, going against it is a big mistake. It seems guys in the euro parliament have only little idea about how today's world works. It's not church level, but still, they're pretty behind.
And no, you won't have to pay for linking, it's not that bad. Although that doesn't mean the situation is good either.

I advise you to read them, they are not long. Really, not even one page each, at least in the pl version. It's a hard read though, so go throught it a few times, give yourself time to understand it.

I could have phrased it a little better. Both are something to be aware of, but 11 isn't really as scary as people make it out to be, especially if you don't care about internet newspapers. 13 is way worse.
