Any fun, active channels? Nothing worse than a channel with 800 users, all idling, with the last message being sent a day ago.

I would recommend gitter over irc for asking questions about Foss frameworks. The maintainers participate regularly on ones I've lurked.

I like #Jow Forumsftp on rizon, pretty cool dudes and good stuff there too.

Depends on what you're looking for.
Lots of generic programming stuff on freenode
Some special interest hacking stuff on Efnet and Blitzed.
Juggler is the only actual japanese server i've found (don't forget to switch to sjis encoding)
OverTheWire/SmashTheStack has some wargames
EsperNet and QuakeNet have some gaming stuff, especially minecraft on EsperNet.

Channels that idle 99% of the time aren't as much of a problem if you're on eight networks with two dozen channels in each
