There is no point in maximizing the utility of technology because we don't need to, it already does enough. Everything else is distraction or "progress" for the sake of just not standing still.

Catch yourself when you're going to do something that you're trying to get out of the habit of doing, and then don't do it. Is this easy? No. Breaking procrastination habits is never easy. Keep it up long enough, though, and the habit will fade. The most important trick you can use to help is to leave your phone at home whenever you go out, if its mobile-device usage that you want to curtail.

Sorry but this is shit tier advice. You are far away from solving anything if you rely on willpower. If I was someone trying to maximize the number of people using my technology, this is the method I wish my users used.
Think about this. Why are some things easy to stop and some things not. Why is pouring boiling water on your hand easy to just stop.

Also you are going into specific technologies, what I am looking should apply to all the current, past and future technologies not yet invented. I want to solve the problem once and for all.

There is none. Any barrier to using technology that you can set up for yourself, you can also get around. You want an easy magic bullet. There isn't one. Deal with it. Or don't and keep doing what you're doing.

Took me 5 seconds, you can't. You're looking at it wrong, technology's purpose is to serve us, to make our lives easier. From using our hands to using tools to using machines. What we choose to do with the technologies shouldn't concern you unless its of ill intent i.e. a nuke. If what you want is more innovation then gather innovators to progress technology. Theres roles in the human society, the people who want the generic life. Go through school, find a wife and a good paying job, have plentiful children to pass on their genes, die. That's what alot people want since more than that requires initiative perseverance and alot of people don't have the will for that. If phones allow you to communicate then use the phone, but if youre gonna get hard over some insta chick then thats on the individual and theres not much you can do. Taking away anyones pc or phone or w.e. can affect everyone differently for the better or worse but that requires change and people are afraid of change as I am. In this day and age there are roles in society, you can be the average joe with some quirks, or the guy that wants more out of life and goes out, talks to women, studies days on end, follows their passion to achieve whatever goal they have in mind. But now whats going to prevent them from being connected. The problem is alot more complex...

I try not to use accounts of websites I don't agree with.
Most of the time I'm logged out of Youtube until I really want to post something.
It doesn't have my freedom in mind, I can't even let Youtube only show related videos, it always wants to show me recomended videos.

Write a list out of problems/requirements you have and consider what technology you can best use to solve/meet them.

Always ask yourself Neil Postman's three questions about technology:
1) what problem do I have which is solved by this technology?
2) whose problem is it REALLY?
3) If I do have a problem solved by this technology, what foreseeable problems could the usage of this technology cause?

friends don't want to see friends being addicted, Google and Facebook are not your friends

It is up to the individual to be healthy both mentally and physically. Otherwise it is like those fat fucks that blame McDonalds for making them fat. They chose to eat more then they should, it's completely on them. Choices have consequences. Sure there are going to be people that take advantage of bad choices. That doesn't mean that you should force other people to live life the way you think they should.

Again many things affect dopamine. If they see those warnings on things like video games, music, movies, exercise equipment because they all have dopamine effects to make you come back, no one is going to care about dopamine. Also is anyone going to just stop comming to Jow Forums because there is a fucking label saying this affects dopamine which can make you addicted to it.
