disable Turbo Boost Max in the BIOS. the windows app is required for turbo boost max - makes Windows shunt the program to the most overclockable core.
of course, it's totally useless if you do your overclocking manually.
To uninstall it open a notepad and paste in this text:

Save it and name the file uninstall.bat and run it.

You'd have to had ticked a box in windows update to get it as an optional update. That's literally the only way you'd have it now if you haven't consciously downloaded it and installed it.
