It's a spiritual successor to Total Annihilation and Supreme Commander, a lot of the PA team worked on both those games. It just happened to be severely underfunded compared to Supreme Commander and it shows.

yep, just finished a playthrough about a month ago on 0.43. Game is fully completable and all the of many sidequests I did were perfect.
I didn't try any mods though but I doubt my toaster can handle it.

Well, it's Morrowind. The assets are not just the models and textures.
The maps and dialogues are not going to get drop-in replacements.
It's not that hard to buy the game on gog or something to get all those.
