Actually, I believe it. If it's an i7 4c/8t, a poorly optimized game might only use two threads heavily. If so, it can max out those two threads, or 25% of the CPU. Since it's not a synthetic benchmark, it could easily use only 20% (instead of the theoretical 25% max).

If it's a 6c/12t i7, running 3 to 4 threads or easily yield ~20% CPU usage.

Either way, this guy is an idiot.

Only the LTSB Enterprise edition works well. All other versions are horrible unusable trash. It still suffers from Windows rot and other problems though, and all of the office and dev tools are inferior to what's available on Linux. There's really no reason to use it except for CAD software and video games, and you can just play games on a $400 console if you aren't a numale.
