98SE was damned close, but the pinnacle of winders OSes is and always will be 2K. It's Microsoft's Master of Puppets. They can try all they want and they might even make something pretty damned good (Win7) but they'll never top the Master.

The whole OS from top to bottom was high to godly tier. I encountered about as many blue screens/lockups in the several years I used it as I would encounter in any other windows OS in a few weeks to a month or two. And thinking back I would not be surprised if every one of those errors could be traced back to a hardware issue.

I can still remember getting my first blue screen in 2K. I had been using the OS for so long at that point that I was seriously taken off guard. Like, WTF is this? Why's my screen blu... ohh yeah... an error message. I remember those.

95 was the first and last time that MS actually really sat down and did real usability testing on everything. It's really impressive how nice using 95 actually is.
From 98 onward, they eroded away that rock-solid interface design foundation with "improvements" (and occasionally, stumbling onto actual improvements).
never been a fan of 98's, and NT4 is 95's but with a few parts brought forward from NT3.5 (and thus a bit rougher too)
ME's is a hastily backported version of 2000's UI.

2000's pretty good though. The better bits of 98 with the better bits of NT.
