That's just how soft economy works. When pseudocurrency is generated at a constant rate and potential expenditures don't scale with it, eventually somebody is going to have way more than they need and have nothing to do but throw it around. Then they spend it on request bounties, which just puts more people in the same position as requests get filled. It's inevitable.
It doesn't actually affect the quality of the tracker though, since seeding is still incentivized sufficiently; honestly it works better for retention and general usability because casuals are able to survive which means more seeds. It's argued that it devalues uploading which in turn hurts the catalog, but most soft econ trackers have solid catalogs, it's just apollo that sucks, and apollo sucked before it became soft econ anyway.
All it really hurts is the vetting process for invites because it makes it easier to climb the class ladder when you can get a shitload of perks for filling one request. And honestly who really gives a fuck about that besides staff?

It's probably not that difficult to circumvent the VPN block. Connect over SSL instead - a lot of VPN providers offer it. If they're blocking based on your provider's domain, consider hosting a VPN endpoint in AWS or something. It's not super difficult. That said, I'm not responsible for whatever happens if your school's IT department decides to come after you for this.
Another one I don't think people consider is: try joining a club. I joined my school's AV club and it turned out to have its own 1gbit fiber connection which was unrestricted. You can do a lot with that.

I'm trying out different private trackers in the hopes of finding one with sheer quantity of active torrents.
Thus far my best find is IP Torrents. It's a shitshow of donation-begging and """lotteries""" that are won by the fucking staff (lol!), but as far as I can tell it's the one with the most active torrents, pic related.

But that's a false premise. MAM has over 900 billion torrents compared to half a million on BIB yet there is little overlap. TPB outnumbers PTP many times over but good luck finding much of PTPs content on there.
