But that doesn't mean that among all the leechers (and the one seed) all of the pieces aren't present.

That's how torrents work. The idea is that your limited number of seeds don't just give out the same pieces to all the connected leechers, they distribute the pieces around to the leechers so that the leechers can then also trade among themselves and thus more quickly create more seeds.

If the torrent is stalled in that condition it could mean people are using shitty torrent extensions, like that mode that downloads the pieces in order.

I've used it exclusively for a long ass time and I've never experienced this either. The only bug I've ever had with qb is not being able to select which files download. I would select them but it would just download everything anyway. Got fixed like two versions later.

No, since poor connectability means you may eventually connect to one of the seeds, or move on to another torrent. You'll sit there and wait for what you want or grab something else -- it doesn't really affect how much you'll grab in total since you don't download 24/7, you stop when you have enough.
Missing or delaying connections on seed means less upload there as you're missing entire leeches and coming in as the other seeds have filled them most of the way.

It works though? What isn't working? It uses all 100 connections I allocated, and barely uploads anything, as per setting.

Why not just force resume? I donwnload 800 torrents at a time with almost no/low peers and I never have this problem if I just force resume them. They should just make it the default because regular downloads do seem to stall for no fucking reason.

I haven't had a torrent "stall" suddenly (unless as I said I added a bunch of torrents at once, then I momentarily see it). That's why I was really curious to know what it actually means when that happens and why it happens

"Stalled" is what qBittorrent shows when it's not downloading or uploading. Since qBittorrent has poor connectiivty the "STALLED" meme is referring to qBittorrent sitting there showing STALLED when other clients would be connected.

Whether or not you're STALLED isn't something you can tell from within qB itself. You have to break out another client and test.
Is qB giving you 100% of the connectivity across your entire library that rTorrent/Deluge/Transmission/uTorrent 2.2.1 (clients with known good peering) are? If so, then somehow STALLED missed you and you're good to go.
Most people who pay attention to client performance notice a severe drop in performance when moving to qB.
