Debian and the FSF disagree a bit about what's considered a free license. In particular, Debian thinks the FSF documentation licenses are non-free because they don't permit modification.

GNU has a separate license for documentation. I don't know if it's "free" or not (and by what criteria), but I know it's incompatible with GPL.
