It's a Vaguer Hauers Shi Chen watch. Miyota 8xxx movement, Chinese microbrand. The left subdial is a slaved 24 hour hand that shows the time in the old Chinese time keeping system, where the day was divided into 12 two hour periods. Certainly take some similar design cues as the Lange 1. Has been pretty fun - I bought it after seeing another wt regular who had one.

If you don't care about movements that much, the SARX055 offers by miles the best titanium case and bracelet and the best exterior finishing you will get for less than double or even triple the price, but the 6R15 in it is a bit meh, especially at that price point.

Any "trusted dealer" will get you one, there's a list of them on RWG and on the reptime subreddit. Ask for a ZF Black Bay. There's replicas of both the current one (with the shield logo) and the older one (with the rose logo), the shield one is slightly thicker (because the real one has an in house movement which takes up more space and needed a protruding case back) so choice is up to you. Should be around $290.

I guess. It comes in multiple grades. A standard grade 2824 is somewhere between a miyota 8x and miyota 9x, and probably on par with seikos low-mid tier. An elabore 2824 is a step up from the miyota 9x and most mid-range Seiko movements. A top or chronometer 2824 is pretty good. Modern movements are pretty good and work pretty well. I would expect to pay somewhere in the 400 to 900 range for an elabore 2824 watch, depending on finishing, etc. In the 4 figure range 2824 movements are commonly used but obviously don't offer a lot movement-wise over the cheaper ones.

Yeah, you're right. You need one new watch on that extra day, a new watch for each leap year for the rest of your life. So ultimately you will have to buy a few more watches.
ETA's movement grades all have different adjustment standards.
And before you ask, adjustment is the process of using a combination of manipulating the geometry of the hairspring by altering its shape, the centering of the beat error, and the regulation of the rate regulator to achieve timing performance within a certain set of standards.
Adjustment is a fairly time consuming (and therefore expensive) process on regulated balance springs which use a regulator arm with a set of pins on it to regulate the rate at which the hairspring beats.

Depends on the type of finishing, and where the finishing is. There is functional finishing which aids the smooth operation of the movement and reduces wear and tear, but there is also purely decorative finishing.
It was originally the case that decorative finishing was used to indicate to customers that at least a similar amount of functional finishing had been done on the movement. Today decorative finishing has become its own well developed art form.

Casio makes some interesting retro designs + some really functional utilitarian watches at a very low price point, they are perfect for beaters etc.
That's flatly incorrect. Casio makes lots of very functional inexpensive watches suitable for uses where you don't want to be wearing heavier, more expensive watch. They are useful tools.
