It's highly workload dependent, but Ryzens SMT implementation seems to be just better. For example in the OPs graph when you take the boost clocks into consideration 7820X gets around 5% extra throughput from its HT vs 18.7% on 2700X.

Go look at their benchmarks (which are quite extensive) and see if epyc offers what you need.
