If you want a really professional solution, Google for webdesigners in your area and meet up with them. Otherwise, hire someone on 99designs, Fiverr, etc.
WordPress isn't a replacement for HTML but rather a Content Management System (CMS), allowing you to easily edit the contents of your site while maintaining it's template and style. If you don't regularly edit your site or are somewhat intelligent when it comes to editing code, a static HTML site is usually enough, while also being cheaper to edit and maintain.

I bought an html used. Look on craigslist, sometimes you can get an html that's just missing a few tags, otherwise perfectly fine.

Is your problem with Wordpress the authoring tools, or the look and feel of the public website?
If it's just the latter, a good freelancer can make you a completely custom theme with few or no telltale signs of it being "a wordpress site".
A non-trivial custom CMS is a *huge* project. You almost certainly don't need one.

If you have the time, just invest it in learning some HTML and CSS. Two weeks and you should be able to make a relatively good looking site. Otherwise look into preexisting templates and just edit them to your needs.
