If you want a desktop, build a system based on Raven Ridge. A 2200G is fast enough to run everything, including modern games (if you turn setting and resolutions down enough).

Used is your best bet for value. There are good ivy-bridge+ systems just sitting around at minimal cost. Avoid 'gaming' stuff. It's always marked up.
