There's many holes in a laptop for cooling, various ports etc. where water can enter and touch all kinds of stuff it's not supposed to touch.

Flashlights usually don't have charging ports so it may not be rated as waterproof but the seams may be tight enough that it can work a few meter underwater, until the pressure is strong enough for the water to start creeping in
