Manhattan project for computer chips

Should the government be planning for a Manhattan project for next paradigm in semiconductor technology, considering that even the big companies have no impetus to invest potentially tens of billions in multiple silicon alternatives that might never successfully scale or be commercially viable for another decade or more? Semiconductor chips are alot more important to our defensive capabilities and commercial interests than nukes, yet the government has minimal funds for funding next generation semiconductor designs or materials compared to countries like China, who are planning to leap frog America in a post Moore's law future. Also. The first nation to create an exponentially improving post silicon tech will probably have the greatest advantage in the AI arms race.

The only way you could have made this post more retarded was to use the word "moonshot". Building a nuclear bomb (and, for that matter, landing on the moon) was not a basic-research project, it was an engineering program. All the fundamental principles were already more-or-less known beforehand, someone just had to figure out how to build something that was already known to be possible.
