yes. 390 is on-par with the RX580, you'll get lower frame-rates than you could with a Vega64 or a 1080ti with that CPU. The same is true for a lot weaker CPUs. Should you care? Probably not, if you're using 1080p then a 390's fine.

As these anons said here, the 390X will be your bottleneck in the most demanding graphical applications at resolutions upwards of 1080p.

I strongly recommend that you look for a more powerful video card if you plan on (1) playing the latest or most demanding games at 1440p or higher or (2) work with hi-poly and high res maps in 3d modeling programs.

I hope this helped. I would like to recommend cards at this time, but doing research on GPU's just gives me a headache these days...
