Considering the issue was locked, I doubt it was Microsoft, probably the same person who locked it. The hidden comment is ignoring the context of the comment it is replying to, but a clarifying reply would have been better. Microsoft figured out how to build, deploy, and ratify an open standard without taking years. That was some serious legal sleeze out of IBM and they still managed to lose.

The ISO didn't want to accept it, after some pressure on nations the necessary amount of them voted in favor, OOXML itself is propietary and uses shady DRM techniques, never seen anything like that in other recognized standard.
