What network connection requirement? You can use it completely offline and network is only necessary if you plan on using wifi file transfer or cloud accounts.

It's ASUS File Manager. Very basic but it gets the job done and looks pretty good too.

I used that gallery app on my galaxy to at least manage images but when I got my pixel with stock android, I had to download the cunt and it has literal ads and asks you to pay.
