You've *always* been blocked from installing 3rd party extensions not listed on the web store. (on Chrome, anyway)

You've always had to install extensions from the web store. However, the Chrome team offered a way for websites to, more-or-less, allow users to install their extensions without leaving the site. This was the "inline" method, which the Chrome team is now removing.

From now on (more or less), you'll have to actually go to the Chrome web store and fully look at whatever bullshit extension that you previously just mindlessly clicked and installed and got pwned from. Because they're at an actual installation page (rather than a small dialog box), a user can read reviews and leave reviews, which will make it harder for malicious extensions to hurt people.

Everyone who operates outside the web store is unaffected because, again, you've never been allowed to install extensions outside the web store on Chrome.

I used to outright dislike AMO in the past but they've gotten more lax almost to Chrome store levels. They run a few automated checks then your stuff is live (and/or you can self-sign with their API and distribute yourself) and you're good to go permanently.
