it's possible that it's just substitution of characters
list all the symbols and count them, compare it to common frequencies in English texts, hopefully something will resemble real words and you can fill more characters

sure -- the characters might transcribe to mirrored pairs like b and d. that's why I tried to give them ASCII characters as close to their actual forms as possible.
it's just easier to work with those characters and feed them through programs instead of trying to stare at the image for too long.

staring at the image longer is exactly what you need to do; while it's possible programs could solve this, it's not a simple transcription

your approach, while quite logical and sensible, isn't going to work, because it's a visual puzzle, not a cipher
you might find it helpful to draw horizontal lines above and below each row of symbols, directly touching the tops and bottoms of each symbol
