Windows will use more RAM if it's available. This is actually a good thing that helps performance. Firefox performs just fine on lower spec hardware too.

Every modern web browser is extremely bad. If you want a proper browser, there's qutebrowser, but I'm guessing you'll complain about lack of addons and such. Modern software allocates RAM based on how much RAM you have available, retards. This is good practice. Unused RAM is wasted RAM. If you're really concerned about performance issues, run a benchmark, don't just open task manager post online about the big scary numbers that you see.

Because Disk Cache is never reported by your Task Manager. It's there occupying the rest of the space that isn't being used by any active application.

A program can use 16mb of RAM and 100% CPU
a program can use 4gb of RAM and 2% CPU

to stop CPU/RAM bottlenecks the concern is latency/bandwidth.
