Arch has it in its main repos already. If you want to stay on Ubuntu then use the 5.13 ppa.

Just add KDE Neon's repo:

Then use Muon/Synaptic or whatever package manager you have to make sure it uses Xenial (Ubuntu 16.04) version, because it's the only *buntu currently supported by Neon.
If you use Kubuntu 18.04, hopefully it won't blow it up. Anyway, post your result.
