You should switch to a (relatively) lightweight Linux distribution, honestly. 4 GB is not enough RAM nowadays.
My recommendation:
Windows working as intended.

I had to fix this on a friends laptop, you need to disable Windows Defender and the Updater. For some reason, those and their related services like to have excessive bloat.
And 4gb is a tad low.

And I definitely love passive cooling, since it's already quiet and doesn't get louder over time like laptops with fans do.
