The idea is that they keep a permanent record of everyone and can look up someones record if they need to. They're not doing any real-time monitoring it's more along the lines of "We need more dirt on this guy, look up everything he's done and everyone he's had contact with."

lmao, I work in finance and we have NSA tier surveillance systems to make sure the traders aren't doing anything fishy, we literally record everything and we analyse everything including shit like tone of voice. It's all automated and sends alerts to managers if something dodgy is going on.
this is all with a small team and a few servers, I'm pretty sure the NSA has more advanced systems in place to go through all their data.
